You didn't say how the after picture was created but for similar I grouped the four objects, drew an elipse (just as example in place of circle), selected both and Object / Clip / Set Clip. Or are you trying to distort the rectangle?
Once again how is the After picture shown created. If I bring it in to your file, scale down the flag and overlay (using reduced opacity) the rectangle flag is smaller in height than the circle in your After image.
The white square is your After and the blue rectangle is your flag. On scaling down so stars align the red becomes a solid red rectangle.
Possibly language barrier what do you mean by Distort
@mendy : No, the next image is not the result. I just searched the web for an exmple file in png. Indeed I use a translator and I try to transform a rectangular flag into a circular flag.

Also, you might want to investigate "clipping".
You can create a circle, ellipse, etc. to clip (set clip or set clipping group) for one object with another.

Are you wanting to "spherize" an image into a circle?
