I added a simple feature that allows forum administrators to enter custom emoji into the forum. It's per-forum, so I just added the ones suggested by Taylor '🙇👍🆒🙏🙌🏆😜🙈' to the basics forum. But I can imagine all the moderators have opinions about what kind of emoji should be in that emote box.

If you are an admin, feel free to configure as you want. If not, let me know here what you would want for your forum.

I'm not seeing any additional emoji in the emote popouts in Beginners or Beyond Basics forums. Am I doing it wrong?

Though it looks like there's a bug in the template which I'll fix now. You should force refresh, Ctrl+F5 to make sure you get the latest.
