Work issued machines may have Windows Store installations that are missing pieces or have restrictive permissions. Windows 10-S is the store restricted version of Windows 10.
It was only under "rectangular grid/new" that is completely empty.
I checked and the laptop is not in store mode.
Thanks for helping out @PixelPest@TylerDurden. After leaving it aside for a couple minutes, I tried to click new again, and the normal dialog appeared! Not sure what was happening: maybe I clicked something wrong/was in a wrong mode. I am sorry that I seem to have asked a "dumb question"...

i tried to create a rectangular grid with 2.54mm spacing, but could not find the settings when I clicked on "New" under Documents Properties->Grid.
Any input is appreciated!
Thank you for replying! I am using Inkscape 0.92.4 on Window 10 64 bit. Not sure about the installer as it is pre-installed on my work laptop.

You mean that space under "rectangular Grid/New is complete empty? Same for the other tabs like Page/Guides/Snap etc?
