Beginners' Questions Palette is missing

    I just installed and reinstalled v1.0.1, and had this same issue in v 0.9~. It seems that the download did not include palette files?? 

    If I go to Edit->Preferences->System->User palettes, it takes me to AppData\Romaing\inkscape\palettes, which is empty. Actually from spot checking, everything in AppData might be missing.. Any help is appreciated.

    User palettes are typically unpopulated at the start, to be populated by the user.

    System palettes, are usually in the Inkscape/share/palettes directory. 

    Does the menu appear when clicking on the  triangle at the right end of palette bar?
