When I add a new page using "pages tool' -> then click button "new page" at the top left, the page is at the right of the previous page.
I'm used to pages that are below each other so I can scroll with the mouse wheel down.
Is there a way in inkscape to make the pages appear below each other like this?

No. Inkscape always places a new page to the right of page 1, but you can drag pages to any location on the canvas.
