Hello, as far as I know this is not possible. You will need another program, GIMP for example. Inkscape does provide the option to export your artwork as bitmaps (in the file menu, choose export), which you can then open and edit in GIMP and save as ico file. In GIMP choose Export As ... from the file menu. Go to SelectFile Type (By Extension), click on it and from the list choose Microsoft Windows icon with the extension ico.
