The active layer name is displayed in the status bar at the bottom of the screen. Click the layer name or [shift+ctrl+l] or [Layer > Layers and Objects...] to open the layers dialog. Click a layer name to activate it.
Alternatively, select an object on the canvas to activate the parent layer, then draw or paste into the same layer without using the dialog.
