GPLv3 isn't something that isn't allowed on iPad, it's just something that Apple don't build-in into their products because they don't like it. But since we're not talking about building-in Inkscape into internals of iPad, and more like just publishing it as third party app in their store, therefore no problem with that
+1, it would be great to have InkScape for iPad, I think people would be even willing to pay for it and hence support the whole Inkscape project. It doesn't even need to be full-fledged, downscaled version would be great too (as e.g. Adobe did with Adobe Draw).
The subscription fee would have to pay for the Apple Developer account fees, which I believe are $99/year. At $0.99 per month, that would only take 100 man-months to pay for.
If I'm going to pay for it, though, I'd want the full version. I'm struggling now to find an iPad app that will export vectorized text in DXF format and full Inkscape should be able to do that.
Actually, I don't think open-source software has to be free of charge. It makes sense if Inkscape could make a profit through Apple's App Store to maintain development. Many open-source projects are doing the same. Tampermonkey, for example, makes money by selling their Safari plugin in Mac App Store.

I doubt this will ever happen. Maybe take a look at Affinity Designer for iPad. (50% sale right now)
