Then I used the Voronoi Extension and set Page as Bounding Box
To close the Voronoi, I use the Pen tool with Straight option set and create paths in the edge of the page to connect all the nodes of the voronoi paths
After that I use the Paint Bucket tool with Threshold 20 to fill the area with the color I want. I fill first then I click the color I wanted
Yes, that would work. I think the issue is that when I have used a pattern fill, it will not allow me to change the color. The Voronoi and the wavy lines were the two I attempted to use and change their color. I see a color button, however, when I click it, nothing happens,

You can also select Voronoi group and press X for shapebuilder tool : quicker and more accurate

In fill and stroke panel, tab fill, if you choose a pattern and click on its color as on screenshot, nothing changes ?
Somethimes changing color mode in pop up solves the issue. If not, during the process of creating the svg pattern, chances are great that color was'nt unset before converting the design into pattern. There are some ways to cure the problem. Please attach a sample file with the faulty pattern.
I attempted to use the Voronoi Diagram Extension and it did not generate any results. The "fill" worked, I just can't change the color.
Used screen blend mode to lighten pattern.
I don't know if this could help, but, I followed this link to distribute randomically small circles without strokes (but I don't know if needs to set that way) - https://graphicdesign.stackexchange.com/questions/40807/how-to-randomly-distribute-objects-only-in-selected-area

Here's another method. Select the voronoi pattern then [Path > Fracture].
A faster method, thanks.
