Beginners' Questions Where is the snap tool options bar?

    I am probably looking right at it, but I do not see the the snap tool options bar.  I have looked under file, edit, the ribbons etc..

    1.  
    2. I have seen in the manual, pictures of the snap bar and once you get there...how to use it.
    3. I created this file in inkscape

    The persistent snap bar will return in 1.3 as an option.
