There are fundamental differences between an exclusion operation and a combine, but if you are only concerned with the visual appearance, they may not matter.
If a filled area with no internal geometry is desired, the Union operation is commonly used.

When I use the Combine function in the Paths menu this is what I get. Looks the same as Exclusion to me. What am I doing wrong?
