I have imported a photograph from a .tif file and want to put a stroke around it. When I select a stroke, colour, thickness etc. in the menu nothing happens. What am I doing wrong?
Stroke (and fill) are features of vector objects.
A tif file is a bitmap image and cannot have a stroke applied. A vector object might be added to the composition to get the same visual effect.
I suggest going through the tutorials in Inkscape's Help menu, to get a greater understanding of the fundamentals.
Just draw an unfilled rectangle (F4 in .91), copy the size from the photograph, put the rectangle atop the photo, and center it.
On second thought, fill the rectangle, expand it somewhat to create a margin and put it behind the photo. There are various ways to expand it:

The photograph used in the examples is, obviously, the default forum id cartoon, after applying >> Extensions >> Raster >> Swirl
