Once there is a group of shapes/colors, the groups can be used like layers, or groups can be converted to layers by using the right-mouse menu in the Layers & Objects dialog.
Inkscape is more like Illustrator than Photoshop. If you haven't used Illustrator, I suggest exploring all the little tutorials in Inkscape's help menu.

I have been trying to learn inkscape for a while now through tuts and reading but I just can't work out how to use it
can I ask a simple task
how to split this image into separate images by colour?

It seems Inkscape detects around 28 different colors via Path->Trace Bitmap…:
I´d use "Stacked" scans.
perfect I know inkscape is so powerful i really want to learn it all

You need to hit "Apply" to receive a grouped, stack of layered coloured shapes. I have no clue for you have in mind in the end.

I would reduce the number of colors/scans to about a dozen, Many colors are detected due to antialiasing.

Select and check "Status Bar" at the bottom of the Inkscape window: it´ll tell you what it is.
