I am using version 1.3 on Windows 10. How I include the degree symbol after the number 0?

I'd try using the text tool, then Ctrl+U (unicode mode), type "00b0" without quotes.

It's also easy to copy/paste from most websites.

I had no issues with what you said. I was referring to the 'tool panel' that is displayed in Inkscape and how it comes into play and how to use it.

Sorry for the confusion.  When I refer to the Text tool, I mean the basic tool that activates from the toolbar at the left.

There is a multitude of other choices however. Is this a legacy feature that has been abandoned from further development? Because I cannot figure where it's usefulness lies.

I recently saw a YT video (https://youtu.be/7zvllsF_CAk?si=uSPei74jEtSQynrv) showing this tool, which I knew was there, but never utilized.

I would not say abandoned, it is functional for those needing the extended character sets that many fonts include.

If it the UX needs improvement, feature requests may be made. These of course, would be prioritized based on the number of users requesting the improvements.
