Beginners' Questions Scaling Seemingly Broken

I have used Inkscape for around a of week now and I've always had this issue with scaling. Whenever I try to scale something (could be a line, a rectangle, etc.) by setting the size parameters directly at the top or using the scale transform it does not actually set the size to what I selected. It always sets the size to close to the new value, but still in-between the new value and old value (for example if I have a line of width 90 mm and I set the width to 30 mm is actually sets it to 32.415 mm) and I have to repeatedly set the value around 5 times, maybe more, to get it actually how I want it. Sometimes, it doesn't even scale at all (for example if I had a 90x3.622 mm line that I wanted to scale to a 90x4 mm line, every time I would input 4 it would only move the line down instead of scaling it at all). My width and height values are unlocked and I have scale proportionally off. I was unable to find anything about this online and I really can't figure out why this is happening. How can I fix this?

All of my files are SVGs created with Inkscape Windows version 1.4 that I have recently downloaded.

The two things I would try:

    1) Reset the preferences and restart Inkscape. https://inkscape.org/forums/questions/getting-back-to-square-one-and-starting-over-its-easy/

    2) When starting Inkscape, open a template that has the units you will be using, e.g. The A4 landscape template will have mm as the units.

After opening the template, you can set a different page size using the Document Properties dialog.

I've done this, and thank you. It didn't solve my problem, but it allowed me to find the issue. For some reason the scaling seems to work differently when you have the "Round Cap" option selection, with the regular "Butt Cap" option, it works as expected. Thank you for your help!

Open Inkscape preferences [shift+ctrl+p]. Go to [Tools] then [Bounding box to use] and select [Geometric bounding box]. This tells Inkscape to ignore stroke width when calculating shape sizes.
