[File > Import...] and choose the image file you want to vectorise. Select the imported image then [Path > Trace Bitmap...] [Apply].
There are many, many options available in the Trace Bitmap dialog to alter the vector output but it's impossible to say what you need without knowing your source image and your desired outcome. I recommend starting with Inkscape's built-in tutorial found at [Help > Tutorials > Inkscape: Tracing Pixel Art].
Just to add to what Paddy said, the result of the trace may be overwhelming, so you can Simplify it AFTER you do the trace: (Path > Simplify or Ctrl+L) which will cut down a lot of extra nodes. You may apply it as many times as you like but a word of caution here: don't over-do Simplify because as nodes are auto-edited, it may deform the image. Remember that Ctrl+Z is your friend!
