Everything I've read online says to hold down the CTRL key then draw to get a perfect circle, but this does not work. I've also tried Shift and Alt, no joy there either.
I've read somewhere that a perfect circle cannot be drawn in Inkscape. If I remember correctly, the circle object is drawn much the same method as bezier curves. It is very close to a circle, but not a real circle actually.
Ok, - when you're talking about "perfect circle" - you actually mean "circle with equal width and height", not as in mathematical terms of a circle with infinite number of points where all measure the same distance from center.

I'd hold the Crtl key and drag at aย 45 degree angle... note in the status bar the ratios that can be used.

The 45 degree angle drag seemed to work. It seems to snap into a perfect circle when you drag at 45 degrees, thanks!

AIUI, the circle shape is true, but after converted to four Bezier curves & nodes things are not true arcs.
