I am using inkscape-1.2.2_2022-12-09_732a01da63-x64 on Windows 10 (updated) when I want to enter the desired figures in the width or height I got to try three or four time to get the result otherwise it keep changing. Example if I want an image to be 500x500 pix and enter the width or height in the tool bar where lock is located it keep changing. However, when I lock, it should be the same for width and height but unfortunately not.
Please refer two screen shots, which shows locked and unlocked case.
In this quick test, I drew a rectangle and set its size to 10px wide and 10px high. I switched to the select tool and turned on [Lock aspect ratio]. I set the width to 500px and the height also changed to 500px, as expected.
Can you upload a misbehaving svg image for us to examine?

I can't see anything unusual about these shapes. They scale proportionally for me when I lock the aspect ratio. What were your starting shape dimensions? Did you use the select tool to re-size them, or maybe you used the node/ellipse/rectangle tools? Did you stretch them by dragging the corner selection handle? Or did you enter values in the tool control menu bar?
First drew ellipse then click on selection tool then entered the height and locked. Unfortunately the value changes strangely. As you said, I can't see anything unusual about these shapes please refer screen shots of both and values for further analysis.

Hi, my first time to upload svg file.
I created this doc of SVG for testing just now. The round should be 500 and the rectangle should be 200 px.

Please explain in more detail what you mean by this. What did you start with? What did you do? What did you expect? What actually happened?
So far I can't reproduce the problem. Scaling your shapes proportionally works as expected for me.
