My revision suggestions:

Inkscape UI Team

The aim of the Inkscape UI team is to improve the Inkscape user experience by enhancing the intuitiveness, consistency and logic of both the Inkscape Graphical User Interface (GUI) and command-line interface.

The responsibilities of the Inkscape team will be:
- To offer complete solutions to developers when implementing new features, based (whenever possible) in measurable reference data from the Inkscape community, previously established UI conventions, and in some cases experimental new implementations which demonstrably enhance Inkscape work-flow.
- To create UI documents and guides to be reference in future UI developments.
- To make interface proposals based on use-case analysis and benchmarking.

The composition and management:
- The Inkscape UI team is a collective of volunteers with no hierarchy. It is part of the Inkscape team, and will work the same way as the all other Inkscape teams work.
- The Inkscape UI team is community-inclusive, and welcomes UX experts and designers as well as all other Inkscape community profiles.
- Developers are part of the Inkscape UI team, and part of the consensus. Decisions made by the UI team should be respected by all Inkscape developers.

As a non-designer, I'd feel more welcome in Xavi's version ;) (as it effectively makes user input an essential part of the process).
