The quick way : not always successful (it depends on fill and stroke properties of the paths used to create the pattern) :
Draw a rectangle (its shape doesn't matter), give it the pattern fill you want to modify.
Do object > pattern to object : this creates somewhere on canvas an instance of the path composing the canvas. Type 3 with numpad to zoom on them (they are still selected if you don't click somewhere else on canvas).
Right clic on color rectangle of fill and choose unset fill (or use in fill and stroke panel, tab fill the "?" icon).
Do object > object to pattern : this creates a new pattern in fill and stroke menu, which color should be éditable.
You can add a new working version of the Asian patterns to Inkscape. In Inkscape, open Preferences - System, open the folder named User paint servers and add your new Asian patterns.svg to it.
I attached mine if you prefer not fixing the SVG yourself.
I want to use an Inkscape PATTERN in a new design and change the
color to what I want. There are 9 Pattern Types available. However,
only 4 of them can change color, the other 5 can’t. Is this normal, if so WHY?
The pattern I want to use can’t change color.

David248 I tried your way, but it didn't work for me.
I am now posting 2 new methods I created which work 100% correct for me.
They are very EASY TO USE and ALL 9 PATTERN TYPES can have their color changed.
(1st Method)
1. Create “Stroke Object” and Keep Selected (Fill not needed).
2. Select “Fill&Stroke/Fill/Pattern.”
3. Select Pattern to use.
4. Select “Filters/Color/Colorize.”
5. Select “Live View.”
6. Select “Alpha 100%.”
7. Adjust “Colors” to get the desired Color.
8. Adjust “Alpha” to get “Final Effect.”
9. Select “Apply.”
(2nd Method)
-Create “Line Drawing 1.0mm or Thicker.”
-Select Entire Drawing then Change Line Size if needed.
-Select “Path/Combine (NOT Ctrl+K).
-Deselect Object.
-Fill using any color with Paint Bucket and Keep Selected the AREA which will get the Pattern.
-Use (1st Method 2 through 9).
