I drew a few lines on Layer2 and would like to move some of them to another Layer1.
However, when I do this, the lines disappears, as shown in the pictures minimal_step1 - 3. The line still exists, but is invisible. When I click on it, and go to Object -> Fill and stroke, there are the same parameters as the visible lines (fill, stroke paint, stroke style, opacity).
The odd thing is, the filter is on #2, but the blur is not visible. It only becomes visible when the object is moved to #1 (Ungrouped objects inherit styles from the parent group).
A side issue which may be complicating troubleshooting, is the file comes from Inkscape v 0.92.3.
macOS Catalina Version 10.15.7 Inkscape version: 1.0
and updated now Inkscape to 1.2. The problem still exists, but it's a help to know that some blur is added when copying it. I will check for a solution and post it here, when I find it.

Hello when you move to layer for some reason it is adding blur 1.5 at bottom of fill and stroke / stroke style window. You can change to 0.
Looks like it is from Autodesk Student (edit name) possibly embedding something.

Probably the easier way to solve it.
Layers>Layers and Objects. Select the layer.
Object>Selectors and CSS. Click the trash can on things you don't want. In this case the layer filter.
I hop between them using Ctrl+Shift+L and Ctrl+Shift+Q
I don't know what the keys are on mac.
