Experience: I have used inkscape before, but never done anywork as detail as such.
Question: I have one of these images below here and would like to create 36 images where every image is 10 degree. Image For every image, I would like it to be a separate layer, and then later export each of these layers as png (circle_000.png, Circle_001.png... Circle_036.png) and also a gif where it animates CW. I was able to do this in Gimp using many plug-ins, and it looks like using InkScape might be better for me as gimp is raster, and inkscape is vector based where i need scaling, and not have jaggedness.

Wow, your graphic looks cool. Actually, I would like it to be in multiple png files, because the application I am utilizing will simulate the motion based on which png file to use. Could you provide some guide as to how to start-off with doing the individual arc ? For example, i would like 36 images of the filled you have.
Thanks Tyler for the procedure. I am planning to do lots of trial and error on this size, colors. And possibility might even have to adjust how much arc filled i would like, or up to 360 frames possibility.
Anybody, has any other recommendation for faster process ?

- script to export all the layers quickly, and also allow to name it as such : filename_000..filename_360.. either count up or count down.

Would a continuous motion work for you? SVGs can animate in the way you describe.
It is also very easy to create the individual arc segments using the ellipse tool's numeric controls.
There is an extension to export all layers as PNG files.
