Anyone may post a challenge, contest or competition here. Don't be shy! You don't need permission to post something here. If you feel like it would benefit the community to have a challenge, you're more than welcome to do it on your own. It doesn't guarantee that anyone will be interested to participate. But if you have an idea for a challenge, and you don't post it, then for sure, no one will participate.
And as well, if the community sets up any formal type of judged competition, it will be posted here as well.
