Its either me doing something wrong, or it is a bug.  I am checking here first.  The following is the repeated process with pics, that I am doing to set up my guidelines around a box.

    1. Position Guide Line

    2. Lock Guide Line

    3. The Guideline Moves

    4. Check to see if I am loosing my mind.  Repeat.  Same result.

    5. Search the internet to see if there is a button I did not or need to click.

    6.  Finally post question here.

The installer is the file that was downloaded (.msi, .exe., .zip).

It might not be related to the guide issue, but I'd check to see if the machine has a 64-bit processor. It appears the 32-bit Inkscape is installed, which runs much slower.

If there is more than one version of Inkscape installed, that could cause conflicts.

@TylerDurden Well I am going to reinstall now.  Just had to wait for the right time.  I do have a 64-bit processor.  What is your recommendation for this install round?  Windows 10.

    I prefer the .MSI installer.
