Creating curved rulers using Inkscape: I am new to Inkscape so I am not sure if this could be done as an enhancement by adding to a library in Inkscape or does this work as an extension to the software?

To use as a symbol library, download the svg and place in the user Symbols folder, opened from the Preferences>System:
After placing the svg symbol file in the symbols folder close all open Inkscape windows and re-launch Inkscape and use menu: Objects>Symbols to open the dialog (panel).
I think I am missing a step here, do I have to create see (see attachment) as I following your steps but when I go to "use menu: Objects>Symbols to open the dialog (panel)" I don't see the actual svg file, do I need to create something else like an individual folder for these rulers? thanks
yes the svg file was placed in the following directory C:\Users\username\AppData\Roaming\Inkscape\symbols
no the symbols did not show up in the selection list of the symbols set.
I then created the symbol set but now the symbols are there but are not transparent but solid black and furthermore the symbols can be stretched (not good) when I only want them to be fixed and only able to click on it to move around and rotate the rulers.

Inkscape supports Symbol libraries, for objects used repeatedly in various documents.
These French Curves were offered for free download in PDF. I have converted them to an svg symbol library.

In addition when you go to select your symbol, it is not listed in the symbol list.
Did you place the svg file into the directory? Please share a screenshot of where it is located.

And you restarted Inkscape after moving the symbols file into the user symbols folder?
