I recently updated to the 1.0 version and no longer can make text offsets. I 1) create my text, 2) object to path, 3) ungroup, 4) union, 5) linked offset (or dynamic offset). Then when pulling on the node handle, it just go wonkers, creating massive distortion.
WHAT AM I DOING WRONG? I was able to create a few text offsets, then not anymore. I even restarted my computer too.
Thank you PixelPest though how do you remove the top layer from the bolder underlayer. I cant seem to figure that out? (Plus, I'm still getting a few wayward markings)

Not sure what you´re after. Do you want the black fill transparent? If so you have to convert with Path-to-stroke ungroup till you got separate shapes - then select the bold outline tiles and go Path->Union - then select the black objects and go Path->Union - select both objects and go Path->Difference.

Unfortunately v1.0 has broken various shortcuts for working with text and paths. You may find this topic helpful: https://inkscape.org/forums/tutorials/text-and-path-regressions-in-10-with-workarounds/
Another cheap method is to add a bold stroke to the text with the Order: set to "Stroke/Fill/Markers":
This is the wackiness I'm getting when offsetting on all fonts. It is happening on my laptop but not my desktop.

@CJKephart to answer your original question, if you want what user PixelPest has done but by using offset method,
Using the Offset path effect seems to be more predictable and controllable.
