I am used to Photoshop. If I have multiple layers and save a PSD file, when I come back everything is there. I had an Inkscape project that contained multiple layers. I was trying different objects in my page.
When I saved only the current, visible, layer came back. Plus in PS you can see all your layers, visible and non-visible at the same time. Does IS not have this capability. I don't see it as a flaw just have to adjust my learning.
If I am making rookie assumptions please let me know. Or if there is a way to save my sand box, please let me know that as well. Thank you.
Layers should be retained in the file, and when the file is open, they can be listed in the layers dialog, regardless of whether or not the contents are visible.
For the most part, Inkscape retains the last used configuration. But there are settings in the Preferences dialog for customizing window settings etc.
Always save as an SVG file to retain the Inkscape specific information for layers, units, zoom, etc.

I am probably doing something wrong. I have, today, 3 days worth of experience with IS.
When I saved my SVG file, the original had 2 text object layers, and two image object layers. I had hidden one image. When I opened the new file I had only what have been visible layers showing and all as one layer. Each object was selectable but only the one layer. I showed my layers and there was only the one. Unlike the unsaved that showed all my visible, individual, layers before. To iterate, the hidden layer was gone.
2018 Mac Mini Catalina 10.15.6.

If saved as a "Plain SVG" Inkscape specific information can be lost, including layers (layers are specially tagged groups). We also regularly see files accidentally saved as PDF, and those also lose special Inkscape information and SVG features as well.

Unlike PS, objects can have foreground/background relationships within a layer. Inkscape is more like Ai in that manner, being a vector illustration tool (rather than a bitmap editor like PS).
Layers are an easy way to manage visibility, but the Objects dialog can show/hide individual objects as well.
If you can replicate the issue, it may be a bug and can be submitted to the developers.
