Hi Patricia, sorry to hear you're having problems. What you've done should have changed the language, and I'm not quite sure why it isn't working for you.
You can reset your Preferences file, as perhaps something there is preventing your new language choice from being saved. I'm not sure if this will work, but it's worth a try, as resetting user preferences can often fix issues.
Go into Edit > Preferences, then select System from the menu on the left. Under 'System Info' it will show you where your Preferences file is saved. I'd recommend making a copy before you reset it. Then, all you have to do is hit the 'Reset Preferences' button and restart Inkscape. The program will create a new Preferences folder for you. Now you may need to try setting your language again, as you did above, but hopefully the change will stick this time.
If this doesn't work, I'm sorry, but I'm not sure what else to suggest. Is your operating system's language set to French, or something else?

How have you tried to change your language so far?
It should be a matter of changing it in the Inkscape preferences, then restarting Inkscape.
If you are having issues, perhaps run Inkscape from the terminal program in windows, it might print out an error message.
