Often I copy and paste objects from one open file to another successfully, but is there a way to copy an entire layer and all it's contents from one file to another?

Maybe this:
Go Layers: Select Layer of interest. Then right click: Lock/Unlock other Layers. Select all->Copy go new file->Paste:
Back to original file->unlock all Layers
