The inbox is designed for exactly this kind of discussion, and features and issues reported to the forum have a high probability of not being effective. Although linking to and from the forum is very useful when people get directed after reporting an issue.
Think of the gitlab as a special "features and issues" sub forum.
Even though I am familiar with creating issues, I find it is important for me to post in the forum first, to see if there is already an ideal solution that I do not know about. I'm not keen to create an issue that gets closed at the first hurdle. So the forum gives me more confidence to post an issue.
For those not familiar with writing requests in Gitlab, and maybe those who are not so confident, asking in the forum is a good start, and should be encouraged. As many solutions already exist and may have been overlooked. In which case the inbox will get very many issues that are just user support items, that are better shared with the whole forum community.
Whether a separate sub forum is the answer, I don't know. If people see a special section, they might be more encouraged to post ideas. (and keep Martin busy! :-))

Can I post a feature request? To have a sub forum where (possible) Inkscape issues are discussed.
And until that happens - where are the most appropriate sub forum to post possible issues. Beyond the basic ?

I post in the forum too before reporting a bug, reason is it could be something I set wrong who just not knowledgeable about.
