(A) Group the elements of the flag and create a rectangle with no fill and no outline that is about 10% larger than the flag. Group the new rectangle and the flag.
Note: Without the rectangle around the outside, the flag will be cut off.
(B) Call the menu "Filters > Distort > Roughen...".
(C) Set the frequencies to very small values (1.0 to 1.6), the other values can be in the first third. If the checkbox "Live preview" is set, you will immediately see the result of your settings.
