I don't know what cause Inkscape tool's description not popping up even when i hover over it.
I even try to enable command palette by going Preference > Interface > Command Palette and enable all of its option but still no pop up description of Inkscape tools.
I already delete the directory part, after that i install the 1.3.2 version, but the result become same... Even now, i delete the directory after i install the new version, i still doesn't get the pop up description of the tools that i want
Even in other program, the pop up description immediately pop ,why only Inkscape that doesn't?
Hi Earvin, I've been using inkscape on and off for more than 10 years and I have never got the tool tips going yet. I went through an exercise years back when I tried the reinstalling, changing this, changing that thing, and nothing has ever worked; maybe the issue is machine specific; I have had that scenario before with other things. I am still using the same win7 laptop with the latest version even though win7 is not officially specced. I have the 1.2 version ‘system installed’, and the 1.3 version ‘zip file installed’ and I am using both side by side as both have quirks i try to avoid. There is no tool tips on either.
My work around is to have a help folder setup with screen dumps of the tools and what they do, taken from other people’s tutorials, the manual, or in a few rough cases, I have taken a screen dump directly of inkscape and hand written in what I need to be reminded of.

I held the pen away from the table about 20mm or maybe an inch, and after a delay of about 3-4 secs, the tooltip showed up. Hey Sean, I just tried your advice about held the tablet pen away and the Magic happened, the pop up description indeed popped up when i hover over the tools by using keyboard.... Well this sucks, since I have used Inkscape 1.2 earlier, and there is no problem such as this before.
Tablet operation for Inkscape is secondary to mouse and keyboard control. A mouse transmits movement, not position. When the mouse stops, there's no movement signal, the cursor stops and the tool-tip pops up.
In contrast, a tablet continuously transmits the stylus position to the application. Inkscape interprets this signal as a moving cursor. Lifting the stylus interrupts this signal and the tool-tip appears.
Awesome. Seeing the software and hardware act the same way on another machine always helps to lessen the 'is it only me' syndrome. I have a tendency to use Inkscape in blocks, like for 3-4 months every day, as I am now, and then I might not need to use the program again for a year or more, but when I return to the software to do my next block, I always go through a time of trying to remember which icon is for what, and tool-tips would be, and will be from now on. a great reminder and help. I am going to make a note to self in my help folder about this phenomenon.
Also, because I prefer to use the older Windows Operating Systems, like xp and win7, I tend to ignore any quirks, and generally I am just thankful the software works. 1.2 has a quirk where the grey area to the right of the help menu is sensitive to the pen, and if I accidentally touch the pen here, I end up with Inkscape resizing to about a 2 by 1 inch box at the top right of the screen, and 1.3 has a tendency to turn the last layer I have just made invisible back to visible again when I move the pen away, so depending on what I am doing, I switch between versions.

I'd completely uninstall Inkscape and delete the user profile directory (..users/username/AppData/roaming/inkscape), then install version 1.3.2.
1.3.1 has some significant bugs. 1.3.2 has good new fixes and features.
How to search for (..users/username/AppData/roaming/inkscape)?
Oh I already found it, but I wonder where's user file directory that i should delete?.
What part should I delete?

I liftup my pen, and try to hover over the tools and it worked!
