In Inkscape 1.4.2 there is supposed to be a curve tool or Bezier curve tool (?). If so, where is it?

Not sure where you heard that... "curve tool" does not exist per se in Inkscape.

The Bezier Pen tool can make curves and straight lines.

It's the desciption of bezier tool or pen tool Tyler described.
