In the settings of file I can enable a grid and snap in the program. However, I can still continue to place the vertices of my objects on the edges of the grid as well as on the vertices, and also at any points. How do I place the vertices of the objects I draw exclusively on the vertices of the grid? By automatically translating the vertex to the nearest grid vertex. And by avoiding rescaling the size of the edges.

Sometimes it will "snap" between crossings even if snapping to grid lines is disabled. . Not sure if the word "snap" is the correct term. Wherever you let the mouse go that is where it will go. That is not correct "snapping" behavior.
I set my snap indicator to maximum of 10 seconds to somewhat prevent that visually but I shouldn't have to depend on a visual indicator to insure proper snapping behavior.
I turned off what was possible in the advanced settings and extended time and distance to the maximum, but still, effectively, I can click anywhere. Is there no way to teleport the pointer to a vertex at the time of the click?
Clearly the pointer will be at the actual position, however an X will always be shown on the handle and, if I am dragging, the figure is shown as a ghost of what the figure will look like if I release or click at that point. To temporarily exclude the snap I would like, for example, to be able to hold down Ctrl to position at the exact point under the mouse.

Disable in the Snapping settings "Grid Lines" and nodes will just snap to the guide line "crossings".
