After looking at several zoom related issues and trying their solutions, I don't believe this one falls under any of them. Sorry if I've missed one!
I have been using Inkscape 1.3.2 on an M1 Macbook and a Windows desktop for just a few days. I'm storing the files in a OneDrive account so I can access them on the go from the laptop. It worked fine at first, but now whenever I open or create a document on the Mac, the zoom is set to a very large percentage. For a small document, it might be at say 180% if I open it on Windows and 25600% if I open it on Mac (but it appears the same size on both machines instead of appearing huge on the Mac). For large documents, when I open them on the Mac, even the max zoom isn't enough for me to do detail work. (For example, documents with a width of around 9000 px which I should be able to see small details of at 100% zoom or less on the laptop screen.)
I have already tried uninstalling and reinstalling InkScape, explicitly setting a default template with the zoom and size I want, adjusting scale, adjusting view box, and changing units, but the zoom still doesn't work properly on Mac.
Does anyone have any suggestions on what else to investigate? Thanks for your help!

Did your uninstaller remove the User config folder?
The location is found in Inkscape - Preferences - System.
Some settings in Preferences - Interface - Windows may also work for you?
@Aero Thank you!!! I tracked down that folder and deleted it, and the files are now usable on Mac again!
