I grabbed an SVG file from a google website, and when I tried to edit it I was only able to select it and it has only one object or layer. I opened it in notepad++ to see if it has anything different:
Svg files can contain bitmap images. The images cannot be edited with vector tools, but the can be traced to make vector objects and those can be edited.
