Beginners' Questions Toolbar and dialogue problems

I'm new to Inkscape, and somewhere along the way my preferences got unset and now all my dialogues are floating. I went to Edit-Preferences and it said they were docked, but they weren't, so I undocked them and they were still undocked. I reset to docked, and they are still undocked. (I did restart each time).  I've watche several videos on docking dialogues, and they seem to agree that I need to grab the bar below the top bar in the dialogue, and drag to the area where I want to dock them, but unlike in the videos, only the bar moves, and it snaps back to the dialogue, and won't attach anywhere (including the little icon in the top right corner just outside the screen.

I even uninstalled Inkscape and reinstalled it, but this apparently did not change any of my preferences at all.  How can I restore everything to defaults?

Oh, and I tried to restore defaults through the system tab of the preferences dialogue, but there are no buttons in the window...

And, while I'm at it, is there a way to change the toolbars so that icons don't go offscreen at the bottom?

After another reinstall I found the system reset button. Perhaps I downloaded an old version by accident. I'm still having a hard time docking dialogues, though.
