Hello, I am new to Inscape and I designing prints for my T-shirt Brand. I was trying to follow this tutorial above and at 3:15 it tells you to do "Stroke to path" for the lowered outline of the letter. However, when I do it, I get a "no stroke to path" notification at the bottom. How can I fix this?

You seem to have not linked the video in your post. However, I can tell you that texts are separate entities than other objects or shapes, you can edit the text after writing with the Text tool. Stroke is only possible if there's a shape or object that has fill/stroke properties. Since a text doesn't have those properties, Stroke to Path will not work on them. The best practice is to finalize your text and convert it to an object or shape by going Path -> Object to Path, then you can treat individual letter of your stroke as any other shape with fill/stroke properties (if you Ungroup them) but cannot edit the text with the Text tool.

If you want just the outline, you can just fill with no colour and give it a stroke.

Note that even if it says "No stroked paths", doing Stroke to Path will do the Object to Path operation on your text.

^^This is not correct information. Text can have fill or stroke like any other svg object.^^

Like any other svg object, a stroke on a text object can be converted to a path. In version 1.0, the Stroke to Path operation will create a group of two path objects: the original fill as one, the stroke as the other.

Nick's tutorials mostly use the earlier versions of Inkscape.

To follow Nick's tutorial above, after performing the stroke to path operation, un-group the newly created group, select only the fill color and delete it, then follow the tutorial.

I didn't watch the entire video, so there my be more places that do not correlate with version 1.0.
