I have a background. In front of that, i have a rectangle that has a medium width border. I would like to use that rectangle as a picture frame. My picture is larger than the rectangle and background image. Is there a way that the picture can be moved around (when trying to find the best placement) without the picture showing outside of the rectangle? I guessI am assuming this might have something to do with making a template, but i am not sure.

I'd group the picture,
Duplicate the frame, then select the frame and the picture,
Use menu: Object>Clip>Set (hides image outside the frame)
Now, double-clicking the picture (clipped group) will allow moving the picture "inside" the frame"
In newer versions of Inkscape, using "create clip group" may reduce the steps.
