The problematic part is a group which contains1419 objects clipped. I did an ungroup because I thought the number can be correct - but regretted and took it back. That´s all really.
Hi, I've been struggling with this kind of issue and reading several of posts which stay unsolved. One of the answers around "clipping" led me to a solution, at least in my case. I hope it can help you too.
Select an object that does not print, check it is a "path" with its logo (otherwise, it will not work).
Then, go to the menu Path and select "Flatten". If this makes the object disappear, cancel with CtrlZ and try with Path > Split Path. If this makes you lots of paths, select them all then make Path > Union.
This should clean the mess of unseen path complexity and make the output interpreter for printing work.

I have an inkscape svg file (attached)
While printing to a printer as well as printing to PDF, some items seen at the lower left corner are not printing .
I am attaching the PDF output (using 'Microsoft print to PDF' printer).

Can you test the attached file please? I just made a deep ungroup. I´m not able to find any missing parts here (on macOS).

but your attached PDF is the same as mine.
The same items are missing.
I might add that the missing items are a PDF file imported and then clipped to show only the relevant portion.
I am surprised that you can see the missing items (as you say).
I am attaching a screenshot of your file as seen on my monitor (Windows PC) .
It shows up in Inkscape, Preview.app and Printer-preview and printed on paper:
