Please tell us your Inkscape version and operating system.
If you're on Windows, you need to install something else to be able to view EPS files. However, as far as I know, you should still be able to save them.
Hhmm.... Do you actually have any filters in the file? If not, then there's no need to check Rasterize Filter Effects. And if there's no rasterization, there's no need for 300 dpi.
What setting at 300 dpi does, in some cases, in Inkscape, is make the file HUGE. If it's starting out at 30 feet, then it could be making it too huge for your system, or for Inkscape, to handle. Unless you have some filters, I would try without those 2 settings checked.
Oh wait, I do see a filter on the side that's partially cut off. Well, it can't hurt to try it at 96 dpi, for troubleshooting, just to identify if the huge size could be part of the problem.
Another thing you could try, unless your printer says differently, is choose a different option under PS Level.
If this is going to be printed, another thing you could try is choose Convert Text to Path. I'm guessing you would not need embedded fonts if it's to be printed.

I tried unselecting the "Rasterize Filter Effects", setting it to 96 dpi, and I chose "Covert Text To Path" and it still gave me the same error.
As for opening EPS files I've actually opened a few of them in Inkscape on my last project that required me to import work done by an outside organization that used illustrator to create a logo.
Any other suggestions would be greatly appreciated.
My best guess is that it's the size of this image that's causing the problem. If it would be possible to break it down into 2 separate files, and put them together at the printshop, that might be an idea.
I don't have any other ideas. So if anyone else does, please jump in!
Thanks for your help. I didn't try your second solution, but I suspect you might be right about the size of the file due to the size of the banner. Will update after trying a few more things.
I made a mockup of the artwork at a similar size and it saved as .eps, so I don't think size is the problem. It opened in Adobe Illustrator CC without issue.
Maybe there are filters, masks, clips or other complications.

I'm working on a simple 30' x 2' banner (yes feet, not inches)
The file format requested by our printer is .eps
I've tried saving my work as an .eps file and I'm getting an error message.
This is what I'm doing: File --> Save As --> "Save as type" = .eps --> "Resolution for rasterization" = 300 --> click "OK"
