I've used coloring contrast from Filter and saved the svg file. But when I loaded this svg file to another tool, the filter effect doesn't show at all. Is there any extra step I need to save for this filter effect?
Filter effects will only show correctly in Inkscape. In what other tool do you use your svg file?
The most stable & easy option is to export your design as a png. All the effects will be there too. It will no longer be a vector file, but png is very all-round. It will import in most other programs.
I have read that svg filters can be imported in Adobe Illustrator. Difficult to explain, as I do not have that program.
If you save your file as a pdf, filter effects will be rasterized. When doing so, you choose at how much dpi they will be rasterised. They will show up in the pdf file.
