If when you create rectangle and ellipse they have no stroke or fill and you have to set their stroke or fill, you have to change the presets of theses tool.
Double click on the rectangle tool opens the global preferences window and the preferences of rectangle tool tab. Alternatively, do Edit > Preferences and browse : Tools > Shapes > Rectangle
