I have used Inkscape for several months with no problems printing to my Epson WF-7110. Then one day this week, when I am printing my 11x17 print, it only prints about 8 x 10 area of what I am trying to print. I am changing the document properties just as I always have and making sure the printer properties are the same as they've always been. I've even uninstall and reinstalled both Inkscape and the printer software.
My best guess is that possibly the whole drawing is not inside the page border. If the drawing itself is smaller than 11 x 17, you'll need to set the page size to 11 x 17, and then center the drawing within that. If you need help with the centering, let us know, and we can explain how.
If the drawing is already that size, here's a quick trick. Select the whole drawing (or the part you want to print) and go File menu > Document Properties > Page tab, and about the middle of that page, click Resize Page to Contents. This fits the page border to the selection.
Or there could be some other problem. If that doesn't fix it, could you please share the SVG file?
I have tried your trick and it did not give me a fix. It isn't just one file, it's every file I attempt to print. Please see the attachment and see if it helps you to understand my problem more and help you get me a solution.
Just a thought kn when i have issues. Have you checked the printer settings to ensure it's set for 11x17? That's legal size vs letter size, also ensure your orientation is portrait and not landscape.
And that your setting is correct for vector vs bitmap.
I also faced the same problem in my Epson printer. I thought that problem occurs for ink but when I changed the ink but could not solve the process. Then I updated printer drivers but still the same problem. I was so frustrated at that time and changed the printer and bought a Canon printer. When I connected the printer with my system and print document for checking that time. If any printer users facing such types of problems and have any solution then suggest to me.
Printing from Inkscape wasn´t and isn´t a reliable process. Most users simply gave up on printing directly from Inkscape (me included - I don´t have access to the driver to print mirrored for film making eg.) and save the Inkscape file to PDF and use a PDF-viewer of your trust to print from there.

Practically no one prints directly from Inkscape but via Save-to-PDF and PDF viewer. I am surprised to hear that you have access to the advanced tab of your printer driver within Inkscape. I can´t get this to work with my 4c-laser on macOS. Good luck.
@miamaelia These kind of printers are pretty pricey. They literally use the same technique in print shops where you insert your camera´s memory card - choose images to print handy images.
Tho first thing to look at is if the whole design and image are the size of paper? Second, double-check the settings of the printer and set the correct setting. The third is to make sure that the printer doesn't have any internal errors in it.
If all these are fine then yes you have to ask Epson for support, then must be a machinery error.
Epson is great machinery and it doesn't make errors. I haven't seen any issue related to this machinery till now and I am in this industry for like 6 years now.

That said, I'm with Flamingolady, insofar as I'd turn off automatic paper selection in the printer settings and explicitly set 11x17.

Sad to say, printing is not one of Inkscape's strong areas. We often suggest either Print to PDF or Save As PDF, and use a PDF reader to print it.
What is the page size that you have set in the print dialog? 11x17 (entered manually) or Tabloid?
