For that object, make a circle.ย Give it a stroke color of black and a width of 20 points or whatever thickness in what unit you prefer, mm, inches, points.ย Set its color to none.ย Then in the path menu do Stroke to Path.
Inkscape might leave you with two objects after this, an invisible circle and the stroke now made a path.ย If you select it and in the status bar it says group, you might want to ungroup and delete the invisible circle.ย ย
