I added that library to the specified folder. It's shown at the end of the list when I open the Symbols dialogue, shown here. But when it's clicked or d-clicked no symbols are displayed. No change after several restarts.

edit: Just opened the video and in fact,I had already seen that earlier today before posting. It told me how to use symbols but unless I’ve missed something crucial, it did not shed any light on answering my question.
The file you downloaded is not an Inkscape symbol file. It is simply a svg file with electronic "symbols". To make it an Inkscape symbol file, you have to convert all those electronic "symbols" to Inkscape symbols.
Object>Symbols then select each electronic "symbol". Click the + icon in the symbols dialog to add. Once you coverted all the electronic symbols to Inkscape symbols, you can save that file in the same directory as described in the video. Lots of work!
I searched the web for that creator and all the files I found with that creator are very similar to that file but still not an Inkscape symbol file.
Several years ago I thought about creating an Inkscape symbol library for PC board layout for common components. I honestly believe that Inkscape is capable of doing this (with the correct settings) for laser etching PC boards. PC board design and manufacture was my background for 2 decades.
However, I got so diverted with Fusion 360 and Celtic jewelry designs. lol
Something like this might already exist for Inkscape. Never really investigated this.

It's good to get that simple library from Tyler, not least because I hate unsolved puzzles.
But for me it's not going to cut the mustard, as it doesn't have many of the symbols I now need. It was a wrench to move from my legacy components - my shed workshop is still full of them. But for the last couple of years I've been into Arduino. Lots of learning! So obviously I need appropriate digital digital devices. I intend to search further. But even I if I find and install some I'm not optimistic about my Inkscape skill to use them at anything above glacial speed.
Motivated by your earlier post, last night I updated LT Spice, which I hadn't used for 20 years, and then rarely. I'm not really comfortable with its 'Verb-Noun' UI basis. Just so familiar with 'Noun-Verb'. And would need much relearning.
I used CircuitMaker 2000 for making my hobbyist circuit schematics and their simulation. It's a candidate now, with some relearning, but that too lacks the devices I need.
High on my list is pen, ruler and paper. But, of course, the professional looking schematics I used to print out would be far preferable. I've ruled out KiCAD; too steep a learning curve. But will consider Fritzing schematics (not the pretty diagrams).

If you are refering to the attached file, it is not a symbol file. It can be made into a symbol file.

I am guessing at one time it was a symbol file but it was edited and the symbols removed.

It's possible that the original wiki file was a working version and it got replaced by the current version.
