Whenever I create a new layer and use any tool within new layer, the opacity in "layers and objects" is automatically set to 20%.
I tried making a shape and setting the opacity to 100% and then creating a second shape hoping inkscape would "remember" the preference, and it still sets the opacity to 20%.
I haven't had any luck in the preferences or the manual, so any advice will help. Thank you!
After some trials, it seems to me that Inkscape remembers when you changed a layer's opacity and applies this value to new layers.
Open the layers and objects dialog [shift+ctrl+L] and select one of your semi-transparent layers. Now open the fill and stroke dialog [shift+ctrl+f] and at the bottom set the layer opacity to 100%. When you create another layer, its opacity should be 100% too.

Using V1.3 if that helps.
