I have no knowledge of SheetCcam, but Inkscape and QCAD are not very demanding so any recent model will work for you. My main machine is a 2012 macbook pro with added RAM and a new SSD. Inkscape, FreeCAD and even Blender are running happily, though I'm not producing multi-megabyte files here.
I suggest looking for a 5-year-old laptop with a 1-year warranty and a good screen. There are some great bargains in this space.
