I use PowerToys to get File Explorer (former Windows Explorer) to show up thumbnails of SVG files. It does work with regular SVG files, like SVG drawings that can be downloaded from a site like SVGRepo.com.
But with Inkscape-made files, these SVGs used to show up right, but now they are displaying only black text. I can see that it honors the font inside the file, so it looks like this:
Windows 10 Version 21H2 - Build 19044.1826. PowerToys - 0.61.0. Inkscape 1.2 (dc2aedaf03, 2022-05-15).
Previously, I thought it was a Windows issue, but strangely, it's not Windows or a PowerToys problem. SVGs display normally. But Inkscape generated ones do not. I have tested the same file in Ubuntu 20.04 and Files (Nautilus) is capable of previewing the file natively.
I can confirm this issue was related to the PowerToys. A recent upgrade in that add on seemed to fix the issue. Windows thumbnails cache must be cleaned so it can get rid of the ones stored previously. Thanks a lot.
