I do note that the manual in archiv.org claims to be for inkscape versions 0.92 and 0.93. That seems rather old. Please don't take the following as a complaint, but it seems like a cruel trick to play on new users to point them at a website that seems to not have been functional for the past 7 years, and when they do find the manual it's quite out of date. A more user friendly option, in my opinion, would be to remove that link from the help menu, and also from the inkscape.org website.
George, they same manual is apparently available in paper and ebook formats. Copyright is 2011 so I suspect those are for even earlier inkscape versions. Title is "Inkscape : guide to a vector drawing program." ISBN-13: 978-0-13-276414-8 ISBN-10: 0-13-276414-8.
As for myself, I'm now well enough up-to-speed that I can google for how to get inkscape to do what I need to do.

I have the same problem on a mac mini running Ventura and using Firefox as my default browser (not really relevant!).
Tyler Durden’s link is also broken, as is the link on the web page.
Earlier versions for macOS that I have used some time ago didn’t have this problem.
As this is pretty basic for using Inkscape, we need a quick fix.
Is the team monitoring this page?

The online manual accessibility is being addressed. It was erroneously blacklisted.
